- the different elements of the programme
- who should undertake the various elements
- overall management of the programme
- timing of the different elements
- what are the issues around the question of commercialisation of GM crops that should be debated
- reaching stakeholders and the wider public, including cultural issues to be addressed
- how best to use the information arising from the debate.
